On July 1, 2023, the Indiana General Assembly passed a law permitting a city or town to
allow designated outdoor refreshment areas (DORA). Permittees in a DORA may allow persons
21 and over to leave their premises with open containers of alcohol up to a certain amount,
which the person may consume within the boundaries of the DORA. The city or town may limit
the hours or days that the DORA is in effect. There is no cost to permittees to be part of the
DORA if they are within the boundaries and already hold a retail permit. There is also an option
for temporary beer and wine permits, supplemental caterers, or craft manufacturers to
participate in the DORA.
